QUEZON CITY, PILIPINAS- SA layuning tunay na maimplimenta ang “totoong” repormang pang agraryo, inatasan nang Kalihim ng Department of Agrarian Reform (DAR) Rafael “Ka Paeng” Mariano na agarang ilailalim sa Comprehensive Agrarian Reform Program (CARP) ang 727 ektaryang lupain na pag aari ng Hacienda Luisita Incorporated (HLI) sa lalawigan ng Tarlac.
Ayon kay Ka Paeng sa kanyang regular na “Kapihan Kay ka Paeng” sa punong tanggapan ng DAR sa lungsod na ito ang kanyang pagkilos ay bilang pagsunod sa direktiba nang Pangulong Rodrigo Roa Duterte na bilisan ang distribusyon ng mga lupain na ipagkakaloob sa mga magsasakang benepisyaryo upang matupad ang pangunahing mandato ng DAR na repormang pang agraryo para sa lahat at masakop ang mga nakatiwangwang na lupaing pang agrikultural kaalinsabay na maimplimenta rin ang utos ng Korte Suprema taong 2004 na ipamahagi ang lupaing nasasakupan ng Hacienda Luicita.

Sa utos ni Mariano, inatasan niya ang mga Provincial at Municipal Agrarian Reform Officers ng lalawigan ng Tarlac na agarang isailalim ang 374 ektaryang lupain ng Hacienda Luicita Incorporated sa CARP.
Karagdagan sa 384 ektarya mula sa 353 ektarya mula sa Bgy. Balete at Cutcut, sa Luisita rin matatagpuan ang pagmamayari ng Tarlac Development Corporation (TADECO), ang mga lupaing nasasakupan ng TADECO ay hindi nakasama nuon sa naiproseso at ipinamahagi ng DAR na limitado lamang sa mga lupaing sakop ng HLI.

Sinabi rin ng kalihim na ang mga”successor-in-interest” ay nakaligtaang pangkalahatang I-develop ang 200 ektaryang lupaing agrikultural sa ilalim ng Luisita Realty Corporation, 180 ektaryang lupain ng Rizal Commercial Banking Corporation (RCBC) at 4,1222 ektarya pa buhat muli sa nasabing bangko.
Ibinulgar ni Ka Paneng na nuong Ika-14 ng Agosto 1996, ang 500 ektarya lupain ng HLI ay nai convert mula sa agrikultura patungong industriyal by virtue ng DARCO Conversion Order No. 030601074-764-(95) series of 1996.

Sinasabing na ang 500 ektaryang lupain ay naibenta, isinalin at naitalaga sa Centenary Holidays Inc, Luisita Realty Corporation (LRC), Luisita Industrial Park Corporation (LIPCO) at Rizal Commercial Banking Corporation at ang ibig nitong ipahiwatig ay ang mga transferees ay inakyat sa HLI sa panahon ng 1998 hanggang 2005.

CEBU CITY (Jan. 9, 2016)—The top officials of the Department of Agrarian Reform (DAR) is currently conducting a conference for its third level officials to craft the department’s strategic plans and directions for 2017 to 2022.

The conference entitled “Harmonization and Unification for a Common Strategic Direction” pursues to respond to changes in the DAR’s direction in the implementation of the Comprehensive Agrarian Reform Program (CARP) and the introduction of the genuine agrarian reform program (GAR) of Secretary Rafael Mariano.

Policy and Planning Director Letecia Damole-Canales said Secretary Mariano, together with the new officials of the DAR, would elucidate to the bureaucracy the Secretary’s thrusts and policy directives for the department.

“Through this conference, the DAR organization would have a common perspective and understanding on how the department shall move forward and come up with unified efforts for the benefit of the agrarian reform beneficiaries (ARBs), non-ARBs and farmworkers,” explained Canales.

Undersecretary for Support Services Rosalina Bistoyong said this is the first time Secretary Mariano is convening all the DAR officials from the central, regional and provincial offices.

“At the end of this conference, we will have a solid groundwork on how the department would fulfill its targets to better serve the farmers,” Bistyong said.

*BANILAD, CEBU CITY (Jan. 10, 2017)—Agrarian Secretary Rafael ‘Ka Paeng Mariano stated this at the ongoing conference for its third level officials to craft the department’s strategic plans and directions for 2017 to 2022.

Mariano is here for the conference entitled “Harmonization and Unification for a Common Strategic Direction,” which endeavors to respond to changes in the DAR’s direction in the implementation of the Comprehensive Agrarian
Reform Program (CARP) and the introduction of the genuine agrarian reform program (GAR) that he is pushing for implementation.

Mariano said foremost in his policy directive for the department is to protect farmers’ rights and their welfare. “I believe that if this directive is promoted and strictly enforced, other thrusts of the departments such as farmers’ security of tenure, provision of support services, and others, the rest would follow suit.”

Together with the new officials, Mariano explained to the bureaucracy his thrusts and policy directives for the department. He also presented the current agrarian situation to the department officials. He said the country, after so many years, is still practicing a semi-feudal agriculture.

“Under my watch, the department would do its best to fulfill its mandate of providing land to the landless tillers,” said Mariano. Mariano added that land-grabbing, violation of farmers’ rights, rural poverty, illegal land-use conversion, and agri-trade liberalization are just some of the challenges the department needs to address to uplift the farmers’ economic lives.

“This conference’ objective is to come up with strategic plans to address these challenges. We will formulate a solid groundwork which will be
cascaded to all regional and provincial officials for implementation,” Mariano explained.
