MARINA R4 bench marking activity for BMARINA, 𝐌𝐀𝐑𝐈𝐍𝐀- 𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞 𝐅𝐨𝐫𝐮𝐦 𝐭𝐨 𝐄𝐧𝐡𝐚𝐧𝐜𝐞 𝐒𝐚𝐟𝐞𝐭𝐲 and 𝐌𝐀𝐑𝐈𝐍𝐀 𝐒𝐞𝐭𝐬 𝐃𝐞𝐚𝐝𝐥𝐢𝐧𝐞 𝐟𝐨𝐫 𝐑𝐞𝐠𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐍𝐞𝐰𝐥𝐲 𝐂𝐨𝐧𝐬𝐭𝐫𝐮𝐜𝐭𝐞𝐝 𝐌𝐨𝐭𝐨𝐫𝐛𝐨𝐚𝐭𝐬 𝐚𝐧𝐝 𝐁𝐚𝐧𝐜𝐚𝐬

MARINA Regional Office IV headed by Engr. Rizal J. Victoria facilitated the work immersion and bench marking activity in connection with the request from the Bangsamoro Maritime Industry Authority (BMARINA) today, 20 June 2024 at the MRO IV Office, Batangas.

The said activity aimed to provide BMARINA officials with comprehensive guidance on best practices and technical tools essential for effective service delivery. Additionally, the session sought to identify internal opportunities for improvement and share practical insights from actual law enforcement activities. These insights are expected to play a crucial role in the formulation of the upcoming BARMM 10-Year Maritime Industry Development Plan (MIDP), ensuring it is well-informed.

The event featured a series of interactive discussions, and demonstrations, enabling BMARINA representatives to gain firsthand experience and a deeper understanding of MARINA’s operational strategies. Participants explored various aspects of maritime regulation, safety protocols, and administrative processes, which are critical for fostering a safe and efficient maritime environment.

Furthermore, this collaboration underscores the ongoing commitment of the Maritime Industry Authority to support and enhance the capabilities of regional maritime bodies. By facilitating such knowledge-sharing activities, MARINA aims to build a cohesive and progressive maritime sector across the Philippines. The initiative not only strengthens inter-agency cooperation but also paves the way for future collaborations that can drive significant improvements in the maritime industry.

The MARINA Regional Office IX (MRO 9), led by OIC-RD Farida T. Cunanan, PhD, successfully convened the 1st Semester 2024 MARINA-PCG-PPA Forum at the MRO9 Conference Room.

The gathering aimed to update partner agencies on new directives and enhance camaraderie in the maritime industry.

Key highlights of the forum included updates on new directives such as MA No. 2024-09, MA No. 2024-012, and MA No. 2024-024 presented by MRO 9. The upcoming Day of the Filipino Seafarer on 25 June 2024, was also discussed to strengthen support for seafarers.

Coast Guard District Southwestern Mindanao (CGDSWM) introduced MC 02-2013, while the Philippine Ports Authority PMO-Zamboanga outlined plans for the Port and Maritime Management Advisory Council (PMMAC) and Port Security Advisory Council (PSAC) meetings.

The forum also addressed recent maritime incidents and clarified agency policies, re affirming the commitment of all parties involved to ensure the safety of life and property at sea within the maritime sector.

𝐌𝐀𝐑𝐈𝐍𝐀 𝐒𝐞𝐭𝐬 𝐃𝐞𝐚𝐝𝐥𝐢𝐧𝐞 𝐟𝐨𝐫 𝐑𝐞𝐠𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐍𝐞𝐰𝐥𝐲 𝐂𝐨𝐧𝐬𝐭𝐫𝐮𝐜𝐭𝐞𝐝 𝐌𝐨𝐭𝐨𝐫𝐛𝐨𝐚𝐭𝐬 𝐚𝐧𝐝 𝐁𝐚𝐧𝐜𝐚𝐬

In a move to further enhance maritime safety while ensuring proper documentation of newly constructed motorboats and bancas operating within Philippine waters, the Maritime Industry Authority (MARINA) has issued Advisory No. 2024-24 or the “Registration of Undocumented Newly Constructed Motorboats/Bancas.” The registration deadline has been set for 28 June 2024.

Through the said Advisory, all newly constructed, undocumented motorboats and bancas must be registered by the stipulated deadline. Vessel owners are directed to submit their applications to the nearest MARINA Regional Office, accompanied by the following supporting documents:

  1. Post Construction Plan/As-Built Plan or Skeleton Plan;
  2. Duly Notarized Builder’s Certificate or Certification from the Coastal Barangay;
  3. Duly Notarized Affidavit of Ownership or Deed of Sale; and
  4. Copy of Valid Government IDs of the Owner

To facilitate the registration process, MARINA Regional Offices will be conducting mobile admeasurement and registration activities, ensuring coverage of all newly constructed, undocumented motorboats and bancas prior to the deadline.

Additionally, MARINA has announced that starting 01 July 2024, the registration process will be integrated into the MARINA Blockchain-Enabled Automated Certification System (MARINA-BEST). This new system mandates comprehensive compliance with all documentation and procedural requirements. These include plans approval prior to construction, progress inspection during construction, and admeasurement prior to registration. Failure to comply with these requirements will result in the vessel being ineligible for registration under the new system.

The said initiative underscores the agency’s commitment to improving the safety standards of maritime operations in the Philippines.
