Administrasyon ni PBBM, siniguro ang sapat na pondo para makatugon sa pinsala ng kalamidadP875 Milyon, inilabas ng DBM para mapunuan ang Quick Response Fund ng DSWD

Bilang pagsunod sa direktiba ni Pangulong Ferdinand “Bongbong” R. Marcos Jr., inaprubahan ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman ang pagpapalabas ng P875 milyon para mapunan ang Quick Response Fund (QRF) ng Department of Social Welfare and Development (DSWD). Kukunin ang pondo mula sa National Disaster Risk Reduction and Management (NDRRM) Fund sa ilalim ng FY 2024 General Appropriations Act (GAA). “Alam po natin na mahalaga ang papel ng DSWD sa pag-alalay at pagtugon sa pangangailangan ng ating mga kababayan lalo’t sunud-sunod po ang nangyaring mga kalamidad. Kaya nung nag-request po sila na i-replenish ang kanilang QRF, agad po natin ‘yang tinugunan bilang pagsunod din po sa direktiba ni Pangulong Bongbong Marcos na siguruhing may nakaantabay tayong pondo para sa anumang sakuna,” pahayag ni Secretary Mina. Sa ilalim ng FY 2024 General Appropriations Act (GAA), maaaring gamitin ang NDRRM Fund bilang dagdag na funding source para sa QRF ng mga kinauukulang implementing agencies, kung ang kanilang balanse ay umabot na sa limampung porsiyento (50%), na napapailalim sa pag-apruba ng DBM. Noong ika-30 ng Oktubre 2024, umabot na ang available QRF balance ng DSWD sa ilalim ng 50% threshold na may halagang P557.77 milyon o 31.87% ng kasalukuyang appropriations nito. Ang pag-apruba sa request ng DSWD ay napakahalaga para mabigyang-daan ang mabilis na paghahatid ng tugon at maagap na recovery services at intervention sa ilalim ng Disaster Response and Management Program. Ang hiniling na fund replenishment ay partikular na inilaan para ipambili ng iba’t ibang Family Food Packs at Non-Food Items para sa pag-iimbak ng relief resources sa mga bodega ng DSWD at sa pagpapatupad ng Cash for Work para sa mga apektadong pamilya ng Typhoon Julian sa Region I. “Malaking bagay po ang pondong ito para tuluy-tuloy na makapagbigay ng tulong ang DSWD sa mga pamilyang nasalanta ng bagyo,” ani Budget Secretary. ###

Registration for Open Government Partnership Asia and the Pacific Regional Meeting now opens

The Philippine Open Government Partnership (PH-OGP), an international movement for the promotion of transparency, accountability, and citizen empowerment, has formally opened registration for the Open Government Partnership Asia and the Pacific Regional Meeting.

Happening on February 5-7, 2025, the event will bring together heads of state, government leaders, representatives from civil society, international organizations, and policymakers from across Asia and the Pacific to harness democratic practices and advance progress in making governments more open and accountable.

Department of Budget and Management (DBM) Secretary and PH-OGP Chairperson Amenah “Mina” F. Pangandaman urged delegates and participants to register and participate in the said event.

“Together, we will explore game-changing ideas and best practices, and engage in opportunities that can shape the future of governance. I urge our open government advocates and stakeholders to register now and be a part of a movement that champions openness and collaboration. I hope you join us in making this the most dynamic, fruitful, and memorable OGP Regional Summit,” Secretary Mina said.

Open Government Partnership (OGP) is a multi-stakeholder initiative that includes 75 countries and 150 local governments – representing more than two billion people – and thousands of civil society organizations that advocate transparent, participatory, inclusive, and accountable governance.

The Philippines is one of the founding countries of OGP established on the sidelines of the UN General Assembly in 2011.

Pangandaman commends NHCP cultural preservation efforts in Mindanao, launch of the 2030 Year of Philippine Muslim History and Heritage

As an advocate for cultural preservation, Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman commended the National Historical Commission of the Philippines (NHCP) for its recent initiatives to safeguard the nation’s cultural heritage. This recognition follows the recent signing of Memorandums of Agreement (MOAs) between the NHCP and the municipalities of Sibutu and Simunul, Tawi-Tawi, on November 6 and 7, 2024, aimed at the redevelopment of the Sheik Karimol Makhdum Burial Site and the Masjid Sheikh Makhdum in Simunul.

“Preserving our shared heritage is essential not only for honoring the past but also for inspiring future generations. This is especially important for Mindanao, my homeland, where rich cultural traditions deserve to be celebrated and recognized as part of our national identity,” Secretary Mina said.

Each project has been allocated P2.5 million for fiscal year 2024 to support the Detailed Architectural and Engineering Studies (DAES) that will guide the preservation and enhancement of these culturally significant sites.

“We congratulate the NHCP for this recent success, especially itong partnerships sa ating lokal na pamahalaan. Sa tulong ng Historical Commission, ang mga lugar tulad ng Sheik Karimol Makhdum Burial Site ay mananatiling buhay at magsisilbing simbolo ng ating makulay na kultura. Buo po ang suporta ng DBM sa ganitong pagtutulungan na nagdiriwang at nagpoprotekta sa mayamang kasaysayan ng Filipino Muslim heritage,” the Budget Secretary affirmed.

Alongside the signing of the agreements, the 2030 Year of Philippine Muslim History and Heritage (2030 YPMHH) was launched during the 644th Sheikh Makhdum Day celebrations in Simunul, Tawi-Tawi. Led by NHCP Chair Regalado Trota Jose Jr., BCPCH Chairperson Salem Y. Lingasa, and NCMF Regional Director Zulfikar Abantas, the event included a logo unveiling to mark the start of this multi-year observance.

Initiated under Administrative Order No. 10 (AO 10) by President Ferdinand R. Marcos Jr., the 2030 Year of Philippine Muslim History and Heritage (2030 YPMHH) celebrates the rich heritage and contributions of Filipino Muslims to the nation’s history.

The DAES project represents the first phase of redevelopment for two significant cultural sites—a National Historic Shrine and a National Historical Landmark—as part of the 2030 YPMHH. AO 10 appointed the NHCP to head the National Organizing Committee for this initiative, alongside the NCMF, BCPCH-BARMM, DBM, DOT, DND, DFA, DepEd, DILG, and OPAPRU.

As a dedicated champion of AO 10, Sec. Mina has played a crucial role in bringing this vision to life. She ensures that the stories, achievements, and cultural heritage of Filipino Muslims are preserved and honored as an integral part of the Philippine national identity.

Pangandaman among top-performing PH officials according to survey; job performance rating rises to 89.4%

Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman has been recognized as one of the top-rated officials in President Ferdinand Marcos Jr.’s Cabinet, achieving an impressive 89.4% performance rating in the third-quarter “Boses ng Bayan” survey by RPMD Foundation Inc., up from her 88% rating in the second quarter.

The independent, non-commissioned survey, conducted from September 20-30, 2024, underscores the Budget Secretary’s dedication to transparency, good governance, and budget efficiency.

“Rankings aside, lalo nating pagbubutihin ang trabaho. We will work even harder in pursuing fiscal reforms and strategic, open governance. Ito po ay para sa ating mga kababayan,” said Secretary Mina.

The third-place ranking in the survey shows her role in driving initiatives that support the administration’s objectives for a more progressive and resilient Bagong Pilipinas.

She follows Department of Interior and Local Government Secretary Benhur Abalos Jr. and Department of Social Welfare and Development Secretary Rex Gatchalian, who garnered the highest scores with 95.8% and 93.5%, respectively.

Secretary Pangandaman’s leadership in enhancing public financial management and her advocacy for women’s empowerment in governance has earned widespread public appreciation, making her an influential force within the DBM and beyond. Her focus on fiscal accountability and efficient budget allocation continues to bolster the administration’s vision for sustainable development, positively impacting Filipinos across the nation.

The nationwide survey gathered insights from 10,000 adults, achieving a ±1% margin of error and a 95% confidence level, providing a reliable snapshot of public sentiment across the Philippines. The findings highlight a notable increase in approval for the administration, with all cabinet members scoring above the passing mark—reflecting the government’s commitment to transparency and effective public service.
